These are rosettes. They’re made by dipping a hot iron into batter, then deep-frying the whole thing until crispy. Then you pull out the iron, pop off the fried batter, dip it into sugar and serve.
They look solid, but they’re actually hollow, and they’re entirely made of the delicate crispy crust, like the best part of an elephant ear. They were quite nice, though I wouldn’t make a meal out of them.
